wondered at. Thousands of departmental billets have been filled by " Tite Barnacles," men appointed to the public service for their political subserviency. Hence we usually have a weak administration, and unless settlers go hat in hand to a Minister, aud crawl to him, there is but a small cbauce of obtaining thoir just rights. The Government seems to prefer designing now schemes and new projects, which dazzle the eye, to concentrating itself upou humdrum administration. All the clever schemes which can be devised will be of little value to this couvtry unless we have a better administration. The Government sends up sky-rockets aud other pyrotechnical marvels, and cannot be bothered with ordinary duties. The Hon. Dr Fiudlay, an admittedly able niau, appears to have a weakness for solviug large problems. It may be roine'iibered that ho even proposed a vow labour scheme, but, alas! Parliament would not look at it, and an ingenious proposal had to be withdrawn.
