Duriug bis speech in the House of Lords, the Earl of Rosebery referred to Sir George Reid, High Commissioner for Australia, as a man of infiuite ability,popularity aud geuiality. No better choice for the position could possibly have been made. He asked, how could Sir George Reid possibly justify to Australians the abolition of the second Chamber In Great Britain when Australia took care to secure a strong aud efficient Senate upon the institution of the Federation in 1!)0U? The colonies, ho added, had always taken care to secure a strong second Chamber.

There is much coniniDiit in the newspapers upon Lord Rosebery's statement that he d.prscates the election of Peers by popular vote. This would only give a feeble understudy of the House of Commons, aud multiply the horrors of general elections, but the Lords would derive dignity by association with corporations ami county councils formed into elective bodies upou the Freuch basis. Representation provided iv this way should form no iucousiderable proportion of the Upper House.
