The Tartar Rising.

(Received Last Night, at 9.30 p.m.) St. Petersburg, Yesterday. Thousands of Tartars have arrived, and have surrounded the Christian workmen at Baku.
The Governor has telegraphed to St. Petersburg for troops, saying he would be overwhelmed unless relieved.
A desperate attempt made on the military camp and provision department at Balakhnay was repulsed, and thousands of the - assailants killed.
The Tartar rising completely surprised the authorities. It is believed that it is connected with a carefully planned separatist movement fomented by Turkish emissaries.
The peasantry are rising in many parts of the Caucasus, and attacking the estates of the nobles.
(Received This Morning, at 12.15 a.m) St. Petekshuru, Last Night.
The Viceroy of the Caucasus sent artillery to Baku with instructions to restore order at any cost. Mr Hardinge demanded protection for British lives and properly.
The arc nearly one hundred thousand worklcss fugitives. The whole oil industry is ruined, involving a loss of twenty millions sterling annually to the State revenue for excise duly. Corrupt officialdom, coupled with Prince Galitztin's policy of setting the Tartars against the Armenians, is considered responsible for the disturbances. The oil companies a week ago warned the Government, and vainly impressed on them the necessity of sending troops. (Received To-day, at 7.34 a.m.) St. Pi-TEi-SHU.';, Last Night, The Po/irxe Oa.:ctte states that unmislakeable evidence of a Mahomedan plot has been discovered at Erivan (oiw. of the TransCaucasian provinces), for the conquest of the country. (Received To-day, at 9 a.m.) St. Pi-;TEi.sm. : R(i, Last Night. The soldiers shinned the barricaded hospitals at Balakhany and Baku, and bayonetted the men who were working at the barricades.
