St. Petersburg, Yesterday

The Czar will preside to-day over a meeting of Ministers to finally revise the Constitution, which is expected to be promulgated on the 12th (the Czarevitch's birthday). Probably the elections will be held in October, and the first Assembly will meet in St. Petersburg early in November. The elections will probably be quinquennial.

The Czar retains the right of proroguing or dissolving the Assembly. Modified powers to initiate legislation are conceded the Assembly, also the right to pronounce upon Government bills and upon the Budget.

Members are to be paid ten roubles a day, also travelling expenses.
