ing the owners of land and houses exceeding in value 3000 roubles in Moscow and St. Petersburg, and 1500 roubles in other large towns ; the second comprising holders of industrial and commercial patents, and tenants paying a residential tax of thirtythree roubles annually. For the country, as distinguished from the large towns, each province will elect members of the Assembly, .the voters comprising the land-owners, electors in the smaller towns and the peasants.
