London, Last Night.
The premiums offering at Lloyds are equivalent to 2 to 1 against the war terminating by May. There are indications that only the parts" of the battleships above water line have been destroyed at Port Arthur. There are no signs of interior explosions. The Japanese hope that repairs will be possible.
French advices state that Admiral Foelkersahm, who is off Tamatave (a sea-port on the east coast of Madagascar), telegraphs that two cruisers of the squadron are useless, owing to a breakdown of the machinery.
