Alleged Misunderstood Signals.

Sir Robert Anderson, late head of the Criminal Investigation Branch, in a letter to the Timop attributes the North Sea scare to cosmopolitan adventurers offering alleged confidential information for secret service money.
The Standard states that letters from officers of the .Baltic Fleet tend to confirm the statement that the squadron attacked their own vessels.

The captain of the Aurora, writing to his wife, supplies the key to the North Sea outrage. He states that the Aurora and Izumrua suffered irorn the fire of their own fleet. Both got considerably off the course. The signals under the new code were misunderstood, with the result that both vessels kept moving in various directions, in a manner that would naturally appear suspicious, especially since the vessels were without lights.
