THE FISCAL PROBLEM.

Mr Chambarlain, writing to a Victorian friend, says he has no doubt that he will ultimately complete a commercial union in the shape of a Zollverein, which will be the best thing both for the Colonies and Britain. It will be necessary, however, to proceed gradually. He will be perfectly satisfied, in the first instance, with such preferential arrangements as the Colonies are likely to accept. He adds : " We can assist you to fill up your waste lands, and while not in any way interfering with your progress in manufacture, wo shall always find opportunities for the change, each part in the Empire producing such raw materials and unmanufactured goods as it is best fitted to supply." He expresses his confidence in the ultimate adoption of preferential proposals; but whether he will live to see it is uncertain. [Zollverein is an agreement or. union among the German States, for the collection of Customhouse duties. |
