Thk superfluous Land Board is to be reformed ; at least, an effort is being made now to put it ou a better footing. It has already been reformed under the present Administration ; but, as usual, with the present rule, reform has been its ruin. " Shou'd Land Boards be elective ?" is now the question ; but it is idle to answer it, for they arc altogether unnecessary and comparatively useless. Their functions ought to be transferred to the County Council, and each County should be the Waste Lands Board of its own territory. It is now suggested that the settlement ot this and other difficult problems should be left to that hypothetical .Hoyill Commission; which, during the present session, acts as the "Mrs Harris" of the Ministerial
