Speech by Mr Balfour.

Mr Balfour, in delivering the presidential address at the British Association on the new electric theory of matter, said it constituted a bolder, more scientific and more satisfying attempt to unify physical nature than former doctrines. He contended that natural science as it grows leans more and not less upon the idealiser for the interpretation of tho universe, and emphasises tho inevitable incoherence ot any general scheme of thought built out of material derived from natural science alone.
