The Taotai of Shanghai has allowed the Russian cruiser (Askold) and the destroyer (Grosovoi) reasonable time for repairs ; afterwards theymust disarm or depart.
Russia contends that the twenty-four hours' grace, given to neutrals, begins after the repairing and provisioning of vessels is completed, and that disarm-
ment cannot be demanded during the progress of repairs. She asserts that Britain and America previously held that view ; and also asserts that the Admiral is not entitled to demand the disarming of the Rechitclin.
