How to Increase It.
A very extraordinary proclamation has just been issued by the Mayor of the Kansas town of severance. " During the year 1904," decrees Mayor Wyncoop, under the seal of his office, "every bachelor in Severance must accept any offer of marriage made him by an unmarried lady in the city, or give a good and sufficient reason for his refusal. Such reason will be considered invalid unless tho bachelor is already engaged. Any bachelor violating the provisions of this proclamation will be considered an improper person to inhabit the city of Severance, and steps will be taken to deprive him of his citizenship."
