Discussion at the General Anglican Synod.

A Conference of members of the Anglican General Synod was held on Saturday morning to consider the question of reform in the liquor traffic. The Rev. Harper presided. Nine members were present. The Chairman said the scheme submitted was brought forward by the Rev. Anson at the Wellington Synod, the object being to eliminate personal profit. It was referred to the Recess Committee, which recommended that there should be municipalisation. This was referred to an independent committee, which made certain suggestions. An executive was appointed to deal- with the question, and had drawn up the scheme now submitted, with the exception of three clauses for which he was solely responsible. The scheme was that each city, borough or county, bo constituted a district, and have absolute control of the entire retail trade in the district. The hotels would be managed by managers appointed by the Municipal or County Councils, and the profits devoted to such objects as would not tempt tho Council to push business for their profit. It was not proposed to prevent any district voting no-license. He believed the sparsely populated country districts would be better off under no-license. The profits would go equally to nolicense districts and others. It was resolved, on the motion of Archdeacon Gould, " that in the opinion of this meeting the best way of controlling the liquor traffic is by the olimiaation of private property."
