Hostilities Impossible to be Averted.

It is officially announced at St. Petersburg that the officers of all regiments of guards have been permitted to volunteer for service in the Far East.

Iho Times' St. Petersburg correspondent says that it is almost impossible to believe that war can bt averted. Russia can make no concession, and the Czar's hesitation has been overcome. The New York Herald states that Russia is sending troops to Seoul on the unconfirmed allegation that Japan already has three thousand there in disguise. Russia also alleges that Korea invited them. Four companies of Russians have left Port Arthur and Yongampho for points along the Yalu ( River. The Morning Post says that the delay in the reply is attributed to a desire to give Admiral Alexieff time to prepare for the possible consequences of its delivery in Japan.
