—~-rT- — (Received 2'o-dat/, at 1.15 a.m.) London, August 10. The Post Offico annual report regrets the failure to entond tho penny postage to Australia. The Department was unable to accopt Australia's latest offer not to levy charges on letters sont from the United Kingdom while maintaining the 2|d rato homewards, because it would inevitably lead to under-paymont on a large number of letters sont from Australia, causing annoyance and disadvantage to recipients.
