At a meeting of the Trades and Labour Council, Mr Arthur Rosser resigned his office as President. At a previous meetiDg a resolution had been passed recommending that a certain member should be appointed to the Upper House. In reference to the Council's recommendation the Premier wrote that generally he held that th& claims of those who had been in public life, or held public positions were paramount; but the question was one about which there was a great divergence of opinion. The Government had final approval in the matter. Considering the number now in the Legislative Council, the Government had no present intention of advising an increase in the number of members.
