The treaty, by which Colombia cedes the necessary territorial rights to enable America to proceed with the construction of the Panamal Canal, has been signed. Washington, January 24. Tho Panama Canal Treaty has been referred to the American Senate's Foreign Kelatione Committee. The Treaty provides for the lease of the canal for one hundred years, renewable at America's option. Colombia, however, is to have a voice in that matter. The control of the watere from Colon to Panama ia vested in America in order to ensue the working of the canal, and America's extra territorial jurisdiction in regard to streams pertaining to the canal is to be unquestioned,
