Lord Charles Beresford, in the courso of bis commercial mission to China, was escorted by a troop of Cossacks on his inspection to Niuchwang, the principal seaport of Manchuria. Lord Charles found that the Russian domination of town was complete. JjP
HE GIVES A WARNING. (Reecimd November 12,9.10 a.m.) Shanghai, November 11, Lord Beresford has warned members of tho Tsung-Li Yamen that the partition of China is certain unless the army is re-organised on European models.
