On Wednesday Inst the Premier told Mr Russell, who wanted to know if theGovernmentwere ndyised thatthe officers of the Bank of New Zealand "will be. compellable to give evidence beforo the Banking Committee," tlmt the Government had not been so advised, and that tlioy would not take any legal advico on the subject. It was their opinion that Parliament was above the Courts, aud that if tho committees of Parliament want witnesses they must get them-without the intervention of the Courts. Hero we have Mr Seddon in bis true element; above the law, above the House, ruling everything and everybody at his own sweet will and pleasure. ' Parliament is above the Courts' and the Premier is abovo Parliament or would bo but for an ill-rogulated Legislative Council which he will no doubt abolish at his leisure. But it does appear at the present time that if Mr Seddon possesses no respect for law the Legislative Council does, and that the latter body will not be a party to the Promier's proposal to sit on everybody. The Premier with all his bounce, has yet to explain what part ho took in the recent banking legislation and how far ho was awaro of ihe iniquities which have undoubtedly been practised. However, wo have some doubt as to whether Parliament is, after all, above tho Courts, If it wero so, wo certainly should not have had revealed to us the. recent disclosures at Dunedin.
