Masy of our readers will doubtless have read with interest, the report of Mr Napier Bell, published in oh last issue, and will have noticed that tho formation of an Irrigation Board on the Upper Piain lias placed Masterton in a better position than it has hitherto held for obtaining an efficient ami economic water supply. The head waters which are needed for irrigating tho Upper Plain can also be usea for the benefit of the town. By co-operation the Borojgh of Maste.'ton and the Irrigation Board caa materially he'.p each ot::e'.\ Even Mr Herat, that sturdy opponent of a former project, admits that sooner or later we must have an efficient water supply in the town, and that the question is narrowed down to oue of time a:id opportunity. The formation of the Irrigation Board now gives an opportunity which has not before been available, and justifies even the former opponents of water supply in reconsidering the question. Indeed, the Fjroc|?l> Council would not bo doi.ig ils duty by the burge;,ses if it lightly re'used to co-operate with the Upper Plain Board aud thereby lost a chance of securing water on specially advantageous teims. We liopo to see the Council appoint a committee to ripori iully on Mr Napier Bell's proposals as far as tho thing afteets the town, aud to recommend the adootion of somo practical measure of eo-operatiou with the Upper Piain Board,
