VICTORIAN VILLAGE SETTLEMENTS.

The Departmental report of the village settlements states that during their two years of existence £3600 was expended in establishing and developing. It also states that tho operations in the colonies on the individual system have been fairly successful, but very few formed by societies or associations have worked harmoniously, many having disbanded while those still in existence, are in almost ovcry case working on individual lines, Tho causes which led to the non-success of tho settlements, aro tho largo numbors of men totally unfitted for tho life, the land being poor, aud in somo cases where it is good, no hope of outside labour or a market for the produce.
