_ Dunkdin, Thursday, Tho Minister for Lands, who reached town this evening, explains in referenco to the complaiut of tho Masterton Reform Association, as telegraphed, that tho laud was taken up under the Act of 1885, and that the regulations under that Act gave power to add two years'rent to the capital value. The Association, .however, came under the Act of 1892, thus getting tho rent reduced from 5 to 4 percent,, but losing the privilege of having two years' rent capitalised. Notice that thosurvoy was completed was given on 28th November, 1893, and that tho rent would commenco on tho Ist January, 1894, being payable iu advanco; the amount was not stated, Then on the 16th November, 1894, further notice was sent asking for the payment of tho January and July rents, aud the notice was in tho usual form.
