Phrenology. A Suggestion, ,Jto THE EDITOR, W.J), times]

. . Sir,—lf the poverty and misery of the masses is due to misrule or bad Government, as many of our political agitators assert, then clearly the remedy lies in the more perfect system of electing our representatives and all who occupy public positions. If there is, therefore, anything in Phrenology, and I believe it is now an accepted science, I cannot see why it should pot ; be brought to bear on this all important question :" "The light man in the right place" If all candidates to Government appointments bad to submit their oraniuma to tho inspection of a competent Phrenologist, and only those considered eligible, who clearly allowed a preponderance of moral and intelleottial developments to opposiso qualities. I am led into these reflections by the opinion ex• pressed in tiie Star in its issue of the 18th inst., that the Councillors of the Wairarapa North County "-have heads on them about, ns thick aB blocks of wood," and in another article' insinuating " that they ire thoroughblockheadsandnumbskulls." Now, if these heads are what thoy are represented to be, it is quite certain thoy would have been condemned by any Phrenologist, and the public weal, owing to their election as Councillors, would not have suffered by their mal-administration. Let us suppose that there is only a grain ol truth in the aboye appellations, and that they are, notwithstanding, a fair specimen of the taknt which usually elects to rule the destinies of the people, Still, I maintain by the exercise of the precaution I advocate, the chances of objectionable indivi. duals creepingintoour Councils would be minimised and respected, and coufidence in our public men would be more prevalentthan it is at present, It is becoming very wearisome, this constant agitation, and on overy conceivablosubjectjseldomwith reason and very oftenwithout ; much of itdue to a want of faith in the integrity or capacity of our rulers. A oase in point occurred lately in Maslerion, when a meeting was hold ostensibly to make a presentation to a minister, but in reality to air their vanity.and bad politics. Verily things arc getting mixed nowadays I Clergymen, Mary of their quiet and sober avocations, seeking applause and exoitement in political meetings! Dukes rubbing shoulders with demagogues IM.H.R's fraternising with Knights of Labour, and leading them on with delusive promises of better things which arn about as problematical as the milleniura I If phrenology was properly utilized, no individual, having a vicious bump, should be allowed to speak in public, and one good result would be that far less of these Liberal fads would be thrust under the notico of the people, who would be much better without them. I am, &c, , Phrenologist.
