Proposals submitted by the British Charge d’Affaires at Shanghai to representatives of the Washington Treaty Powers, are set forth at length in a memorandum, the text of which has been issued. T*ie Foreign Minister, Mr Vandeveld, adhered to the British proposals regarding surtaxes, and also the carryout in the most liberal spirit of the recommendation of the extra territorial commission. WASHINGTON, Dec. 26. The British memorandum on China strikes a responsive chord in official circles here. The British communication has not yet been examined closely, but it is likely an official expression of the American viewpoint both on Customs and ex-tra-territoriality questions will be made at an early date. NEW YORK, Dec. 26. “The New York Times” Washington correspondent learns that the United States made diplomatic overtures last summer to Britain for another international conference on naval limitation, but these failed owing to the latter’s contention that cruiser and auxiliary ships should be be left in status quo. It is understood the United States wished the 5-5-3 ratio should be applied to these vessels, and intimated that the United States thereafter would also begin informal conversations with other Powers’ signatory to the Washington Treaty, but these had not yet reached the point where there was a reasonable prospect of success. There is a feeling in certain Senatorial circles that negotiations will not meet with any success, but rather result in sterner competition among the United States and other Powers relative t« cruiser construction.
