Briand’s solution of the problem of handling the financial policy, consists of the appointment of a Consultative Committee, comprising eminent financiers, commercial and industrial leaders and bankers. After pourparlers, which lasted all day, M. Briand virtually succeeded in forming his Cabinet, in which, it is forecasted, that in addition to the Premiership, he will take the Foreign Affairs portfolio. M. Loucheur becomes Minister of Finance, M. Painleve (Minister of War), Mr Georges Eygnes (Navy), and M. Leon Perrier (Colonies). The final composition of the Cabinet confirms early reports. It is a coalition of Left and Right Centre Parties, excluding the Socialists. The Radicals get the lion’s share of the portfolios. M. Painleve’s innovation of dividing the Ministry of Finance between the Ministry of the Treasury and the Ministry of the Budget has been discarded. M. Loucheur, who is a Radical, will be solo Minister of Finance. M. Briand was busy this morning with conferences, with a view of ■forming a Cabinet, but he interrupted the discussions in order to attend the Memorial Service for Queen Alexandra at the British Embassy Church. PARIS, November 27. Newspapers generally are gratified at M. Briand’s consenting to form a Ministry. It is anticipated that there will be speedy fulfilment of the task, as he is the man best qualified to rally the greatest number of Republicans in the two Chambers.
