NEGOTIATIONS WITH MINEOWNERS. DEFINITE AGREEMENT HOPED FOR. PER PRESS ASSOCIATION —COPYRIGHT LONDON. Nov. 22. The Times’ Cologne correspondent learns that when the negotiation between the French and the Ruhr mine-owners arc resumed to-morrow the former will announce importantconcessions in regard to- what is credited to the Reparation account, wherefrom the Germans hope a definite agreement will be signed in a day or two. Tlie correspondent wag also informed that the Rhineland Commission lias concluded an important (agreement with the German group of manufacturers folr the delivery of aniline dyes, medical products, and chemical manures.

The British Government, although represented hiring the negotiations, ■does not participate in the agreement.

It is not clear whether these deliveries will be credited to the Reparation account.

The immediate effect of this agreement, and the coal agreement, if signed, will be to relieve the considerable unemployment in the Rhineland and the Ruhr.

The Times’ Paris correspondent says the Allied agreement was reached only after a period of great anxiety.

The French contended that a definite date should be fixed for the resumption of military control.
