The Secretary of State, Mr Hughes, replying to a letter from Mr Samoel Gompers (President of the American Federation of LabouV), asking America’s attitude towards Russia, reasserted that the United States' delegation would not grant recognition to the Russian Government at the ;-e--sent time. The United States, contrary to the European custom, did i ot withhold recognition from a •ic.verninent arising from a revolution, Int it must be assured that such government has the popular support. In conclusion, Mr Hughe.-, said: “The United States cannot consider the recognition of the Soviet until it received convincing evidence that the Government will observe the fundamental conditions of international, intercourse, and abandon its persiitent • tempts to subvert the institutions of democracy, as maintained in the United States and other countries.”
