TERMS REPORTED. Per Press Association—Copyright. LONDON, August 10. It is reliably reported from Dublin that the terms Mr Lloyd George offered Mr do Valera include Ireland completely controlling policing, and Irish taxation, defence to be controlled by the United Kingdom, subject to a mutual understanding with the northern and southern Parliaments with an offer of special facilities for recruitment for Irish regiments in the Imperial Army. It is believed also that the proposals include one that Ireland bear a proportionate share of the late war pensions.

DAIL EIREANN MEMBERS’ RELEASE. London, yesterday

Lord Birkenhead, in the House of Lords, defended the release of the members of the Dail Eireann, saying he believed that under the circumstances the Government had chosen the right course. If the Government had refused to enter into negotiations, they would have been comitted for an indefinite period to a continuance of the military and polic eefforts, but on a far larger scale. “No military commander would be bold enough to say what time and what resources and expenditure would be required to suppress the rebellion. This might still prove necessary. If so we would be confronted with the position which while such preparations were being made, would seem a continuance of the butchery of the police and Crown forces adding' to the long legacy of bitterness. The Government therefore would have done a wrong and an indef ensibl ething if they had not negotiated when the Dail Eireann prepared to negotiate.”
