To the surprise and disappointment of British Canada, Sir Wilfrid Laurier declined this invitation, so that now the who'e responsibility in connection with the matter will rest with the Government. The necessity for compulsory military service is gravely apparent, hut if an attempt were made to pass an Act to give effect to it, if wouhl. ho strenuously and, I fear, suc-ce-vsifuily, opposed by the French Canadians.'*
