REGULATION OF PROMOTION. [PEB PBESS iRBOCUTIOV.—-TOPYaiCHT 1 CAPETOWN, June 22. Tho Rt. Hon. General Botha’s amendment to the Public Service Bill was carried by G3 to 29. It prevents the promotion of civil servants after quinquennium sendee, unless ho had passed an examination in English and Dutch. Tho Opposition strenuously opposed the amendment, alleging that it was an infringement of the bargain made at the National Convention.
