Ho has reorganised the Army, am! once said that “not for any office in tho State would ho have lain down the task he had in hand.” Introduced tin; territorial force and brought it to its present numbers; has sat in Parliament since 1885; has a profound knowledge of constitutional law, and is one of tho most scholarly men in the British House of Commons; an untiring worker, copious shaker, and an apostle of dean thinking; has translated Schopenhauer, and is learned in Hegel and other Gorman philosophers. Is Rector of Edinburgh University. Viscount Haldane recently paid two visits to Germany in the cause of a better understanding between the two nations.

Colonel Seely has been Liberal Un-der-Secretary since 1908; served with the Imperial Yeomanry Cavalry in the South African War and ha» greatly strengthened his parliamentary reputation since he took office.
