IS THE CABINET DIVIDED?

IMPORTANT CHANGES IN Mil. ASQUITH’S GOVERNMENT. NEW MINISTER OF WAR. [PEU PItESS ASSOCIATION.— copyuiobt.’ LONDON, June 11, The Karl of Loreburn, G.C.M.C., has resigned tho Lord High Chancellorship on tho ground of ill-health. Viscount Haldane, K.C., (Minister of War) has boon appointed I/ird High Chancellor. The Rt. Hon. Liout.-Colonel J. E. R. Seely, D.S.O. (Parliamentary Undersecretary) has become Minister of Mar.

[Loro Loreburn is sixty-five years of age, and is better known as Sir Robert Reid. He is a very distinguished lawyer and parliamentarian; has been So-licitor-General and Attorney-General. Was made a G.C.M.G. for his services on tho Venezuelan Roundary Arbitration Commission, 1899. Married Miss Hicks-Bcach in 1908.

Viscount Haldane, who succeeds Lord Loreburn is fifty-five years of age. Ho has reorganised the Army, am! once said that “not for any office in tho State would ho have lain down the task he had in hand.” Introduced tin; territorial force and brought it to its present numbers; has sat in Parliament since 1885; has a profound knowledge of constitutional law, and is one of tho most scholarly men in the British House of Commons; an untiring worker, copious shaker, and an apostle of dean thinking; has translated Schopenhauer, and is learned in Hegel and other Gorman philosophers. Is Rector of Edinburgh University. Viscount Haldane recently paid two visits to Germany in the cause of a better understanding between the two nations.

Colonel Seely has been Liberal Un-der-Secretary since 1908; served with the Imperial Yeomanry Cavalry in the South African War and ha» greatly strengthened his parliamentary reputation since he took office.
