Right .Hbn. Mr Lloyd George's Budgefc BflL He significantly declared that the people might- rely upon the protection of the judges in regard to an Imperial construction of' the Acts of Ppjliament. Lord Alverstone added fchat if any change as regards the interpretation of the provisions of a measure were required, it ought to he made by ! act of Parliament, aj^d not by an official. This remark alludes to the reference "to whom alone" in the LloydGeorge Bill ui*der which taxpayers are allowed to 'appeal against arbitrary assesmenbj. AN In the House of Commons, Mr LloydGeorge, replying to a question regardI ing an alteration in the Budget Bill, stated that the Government were prepared to accept an amendment whereby half the proposed increment tax on land would go to the local authority cbncerned.
