THE BALTIC SEA INCIDENT.
ST. PETERSBURG, June 21—Ad, nriral Voievodsky, commanding the squadron escorting the Czar, states that the firing on the Woodburn was due to the Finnish pilot disregarding the signals and to his steering direct for the Czar's yacat. The pilot explains that he was unable to hug the shore owing to the draugdt of the Woodburn.
