The Czar's Prononouncement
Wants a Packed Douma. The Osar, in a manifesto dated Saturday, attributes; the deadlock partly to the novelty of the Parliamentary institution, and partly to defects in the electoral law, which have allowed the return of members to the Donma who have not been truly representative of the needs of the people, and ofHheir desire to uphold his manifesto of the 30th October latt, and other rights conferred by the fundamental laws. The Czar says he considers the Donma ought to be Russian in spirit, ica^mncb as it 'was summoned to strengthen the Russian State, and therefore the other nationalities of the Russian Empire ought not, and in future shall not, be represented in it in such numbers as to enable them to be the ai biters of purely Russian questions. The manifesto adds ; " The Czar, who is the sole giver ot the electoral law, and is alone able to abrogate it, hereby substitutes another such law which the Senate will forthwith promulgate." " Firstly," the Caw ssys, 'I am raaolved to complete the great work of reformation, and I look to my faithful subjaota for united, vigorous service in the direction indicated for the country whose sons at all times li&ve been firm in the support of its strength, greatness aad glory."
