London, J»n 30 Lord Roberts, addressing ibe Liverpool Chamber of Commerce, said that we should aim at a total of one mi. lion, including auxiliaries. One half the total n needed for the defence of India, and the other to fib us for maintaining the European sirnggle. The Miiitia should be earmarked as a fitst reserve for foreign service, with an army of 200,000 regulars. Our Yeomanry aud VoluDteeis should be expanded, and every able bodied man ought to undergo a few months' training in camp annually.
