J. /Joschen, Finsfe Lord of the Admiralty, SDeaking at the meeting of the., Engineers' Society, stated England and Russia were on the eve of friendly settlement of differences existing between them. (Received April 28, at 10.15 a.m) The Times published a secret report by M. De Witt, Russian Minister of Finance, to the Czar, advocating development of Russian trade with Britain and encourage" ment of British capitalists to invedt in Russia.
