Q [Per United Press Association.] Wellington, Dec. 21. THE COUNCIL. The Council met at 7.30 and adjourned till 10 p m., and on reassembling further adjourned till midnight. The Council resumed at 3.43. The Appropriation Bill was received and put through all stages. The Council adjourned at 4.15 till Friday. Dec 22. THE HOUSE. After the telegraph office closed the debate was contiuued on an amendment on the question of the third reading of the Appropriation Bill in which Messr.« Hogg, Stevens aad Richardson spoke. Rt. Hon. R. J. Seddon in reply said the Opposition policy has been one of studied and determined blocking of business, but despite the blocking tactics, the average number of Bills (43), had been passed this session. The Bill passed final stages at 4.10, and by 18 to 15 the House adjourned till Friday.
