Nelidoff, Russian Ambassador at Constantinople, has been transferred to Rome as Ambassador. M. Zinovieff, Envoy Extraordinary and Minister Plenipotentiary at Stockholm, succeeds Nelidoff.

Crispi, late Premier, is visiting Sicily. In the course of a speech ho complained Italy was always yielding in order to avoid exciting indignation abroad. If this policy was continued she would soon forfeit her position as a Great Power.
