Ladies and Gentlemen, IN offerjng myself to you as a Candidate for election to one of the seats now vacant in the Borough Council, I do so with the consciousness that I have to a certain extent qualified myself for the position by closely watching, for some time past, the administration of that body. I am a firm believer in ail works being of a permanent character, and holding that opinion shall consistently advocate the use of concrete and other lasting material, in all -works, ofi course with a due regard to the means-at the Council's disposal.
