London, July 3. At the Congress, Eelyanuis is the Greek delegate on Greek claims, including Crete. Ro the protectorate of Thessaly and Epirus, no decision has beea arrived at. The Turks protested against the Austrian occupation of Bosnia. Congress cedes Bessarabia to Russia; the new southern frontier of Roumania will bo from Silistria to the Black Sea. Montenegro gets a small extension of territory besides Antivari. At the Congress, Austria demanded the freedom and neutrality of the Danube. The terms of peace it is understood are admitted. The question of indemnity is left to Russia and Turkey, on condition of the Turkish creditors having the first claim. Bismarck warned Russia that in the event of failure in payment of war -indemnity, no territory will be claimable, but the European settlement of boundaries must be final.
