TURKEY.
At the commencement of the Turkish year, the Sultain paid his customary visit to the Porte, and delivered a long speech to the Ministers, congratulating them on the solution of the Hellenis difficulty, and on the pacification of Crete. He recommended economy of expenditure, improved judicial procedure, and railway extension.
