BERLIN, Dec. 24 (Rec. 6 pm).--The East German Prime Minister, Grotewohl, today approached Western Germa'ny for the second time in a month with a proposal for reunification. In a signed article in Peutschland,” a Communist Party newspaper, Grotewohl asks the West German Chancellor, Dr. Adenauer, to answer his letter of November 30 proposing negotiations for - an allGerma'n Constitutional Council. The proposal is basically the same as that outlined at a recent meeting of Communist Foreign Ministers in Prague. It is viewed in the West as an attempt to retard the rearmament of Western Germany. It calls for the establishment of an all-German Council representting both East a’nd West, which would create a unified constitution to be submitted to the “Big Four” Powers —Great Britain, United States, France and Russia— for approval.
