With his long experience of earlier years, Mr Lynch would prove a valuable councillor, and although Mr Mahar was making his initial appearance, he would soon show his worth. In nominating the various committees, the mayor pointed out that he had endeavoured as far as possible to maintain the same grouping as had operated in the previous term. This was specially desirable in respect to the electricity and works committees because of the extensive undertakings ahead, preliminaries of which had been handled in the past two years. The idea found general acceptance with councillors, but in finalising the appointments a proviso was included that the personnel of committees come up for review at the termination of twelve months. Committees would hold their first meetings on Tuesday, December 5, and the council would assemble on the following Tuesday. Deputy Mayor.

In opening up the subject of the deputy mayoralty, the mayor said that, following the practice of former mayors, he had in the previous term made an appointment to the position, and he had afterwards found himself subjected to a considerable amount of adverse criticism. On this occasion, however, he would leave the matter in the hands of the council, and this would obviate anv possibility of illfeeling. After calling for nominations, the mayor proposed Cr. Shout for the position and this found a seconder in Cr. Lynch. As no further nominations were forthcoming, Cr. Shout received the endorsement of the full council. In thinking members for their support. Cr. Shout stated that his first term with the council dated back 30 years. Although ho had always advocated the election of young men, he hod desired to ba returned on this council because of the bigger schemes set down for finalisation in the current period. He was pleased 1o be appointed to the works committee and to have the same team with him as in the nreviovs three years. NOVEMBER. RAINFALL.
