TWO BILLS AFFECTING THE PUBLIC SERVICE
PARLIAMENT BLDGS., Last Night (PA).—The Publi.j Service Commission is enabled to carry out next year the five-year yearly regrading of the Public Service under the Government Service Tribunal Amendment Bill, which came before the House of Representatives today.
With the present division of authority between the commission and the Government Service Tribunal, an effective general regrading would not be practicable without an amendment to the existing law. Service organisations have the right to apply to the Tribunal for the variation or cancellation of the commission’s determination in respect of any of their members. Where this procedure is employed there is no individual right of appeal on the same subject to the Public Service Appeal Board.
The Attorney-General (Mr. Webb) said the Bill had the approval of the commission and the Public Service Association.
The Public Service Amendment Bill, also introduced in the House today, is designed to prevent appeals by publicservants against appointments which do not involve promot’on. A similar procedure was proposad for the ra lways service in earlier legislation this session.
