WASHINGTON, May 16. The State Department today rejected as “complete and utter nonsense” the Soviet Union’s charge that American experts were spying by taking aerial photographs of the Persian-Russian border. Moscow radio announced yesterday that Russia had protested to the PerWfian Government that ground sum veys during oil prospecting operations were of military significance. A department spokesman said that as far as the department knew there had been no aerial surveys of the type mentioned by the Soviet. The department understood that the Persian Government, as part of its seven-year development programme, sought bids several months ago from various foreign companies, including American, for such work, but no contract had been granted.
