NEW YORK, Dee. 13 (Ree. 6 pm).—The United Nations Kashmir Commission, after a year of attempting to solve the Kashmir problem, today reported failure and suggested the appointment of one person as mediator.

The commission, in a report to the Security Council, disclosed that three main issues have created a deadlock between India and Pakistan. These are: (!) The future of native Kashmiris who have revolted against the Maharajah’s Government and established a “Government” of their own in parts of Kashmir.
