United Nations Fails To Solve Kashmir Problem
Admiral Nimitz Likely To Be Asked To Administer A Plebiscite
NEW YORK, Dee. 13 (Ree. 6 pm).—The United Nations Kashmir Commission, after a year of attempting to solve the Kashmir problem, today reported failure and suggested the appointment of one person as mediator.
The commission, in a report to the Security Council, disclosed that three main issues have created a deadlock between India and Pakistan. These are: (!) The future of native Kashmiris who have revolted against the Maharajah’s Government and established a “Government” of their own in parts of Kashmir. (2) Synchronised withdrawal of Indian and Pakistan regular forces from Kashmir. (3) Administration of the mountainous and sparsely populated north-
I ern territories on the borders of Pakistan. ; The commission found that the points of view of the contending Govj ernments on these disputed points I were so irreconcilable that further | chances of negotiating a truce were “very remote.” I Both sides have already indicated that they have accepted Admiral Chester Nimitz, wartime Commanderi in-Chief of the United States naval forces in the Pacific, as a suitable plebiscite administrator. It is expected in Council circles that he will bo. designated as mediator, and if necessary, arbitrator.
