THE HAGUE, Jan. 15 (Recd. 6pm) —The Netherlands Government said the statement yesterday by United Nations military observers in Indonesia that guerrillas were disrupting communications and destroying property on a large scale, was "not free from partiality." “The report gave a completely misleading picture of the real situation," said the statement.

Observers compiled their report at Sourabaya and did not visit central Java at all, and were, therefore, “guided by supposition."
