ISRAELI’S PROPOSED CONSTITUTION OF A JEWISH STATE

NEW YORK, Dec. j.—The Israeli Government’s proposed constitution for a new Jewish State has reached Washington, says the ‘Herald Tribune.” It provides for a strong Prime Minister and makes the President largely a figurehead. The Constitution is reported to combine the aspects of the American, French and British systems of Government, with some fundamentals of the ancient Jewish law, and applies the result to a modern industrial economy. The constitution establishes the framework for a Socialist State, prohibits the death penalty and goes beyond any existing document of its kind in setting forth basic human rights. The president is made the head of the state, but his powers are sharply delined. He cannot veto legislation and cannot take act-on of his own accord without the approval of the Prime Minister, of a Cabinet member.
