Bill Fixes Guarantees For Power To Be Charge On The Land
PARLIAMENT BLDG., Last night (PA). —The Minister in charge of the State Hydro Electric Department (Mr. Semple), moving the cond reading of the Electricity Amc .ent Bill, said he was confident the .;ouse, would accept the measure, which made provision so far as guarantees were concerned to fasten the title on land rather than on individuals, and to protect people and property from injury and damage through faulty electrical equipment. Mr. E. B. Gordon (Opp., Rangitikei): In the event of a farm being subdivided will the guarantee be divided, too? Mr. Semple said that in cases such as that there would not be so great a need for a guarantee. The more settlers in the area the less the need there would be for a guarantee. Mr. W. S. Goosman (Opp., Piako) said the Opposition had looked at the Bill carefully and could agree with what the Minister had said about it. The Bill contained provisions which power boards desired. The position concerning guarantees was that they would be attached to the land. If portion of the land was sold or subdivided, there would be another homestead which would require electricity, and it would come into the guarantee. The Bill enabled that charge to be made on the land and not on the person. The power to make regulations to stop the sale of faulty equipment so that persons and property could be protected was a good feature of the Bill. The Bill was, read a second time.
