“Little Six” Plan To Solve Berlin Crisis

FARIS, Oct. 9 (Recd. 7 pm).—Mr. Vyshinsky is reliably reported by United Nations sources to have forwarded to the Kremlin the plan of the “Little Six” in the Security Council io solve the Berlin crisis, says the Associated Press correspondent. These sources said that the need to wait for the Kremlin’s reply caused the Little Six, who comprise Argentina, Canada, China, Belgium, Colombia and Syria, to favour delaying until October 12 or later the next Council meeting on the Berlin dispute. Then ature of the plan has not peen disclosed. Delay in the meeting would give the Council President, Senor Bramuglia (Argentina), more time for go-between work towards mediation. The Little Six Powers are believed 1o be thinking in terms of a joint sixpower declaration appealing to the Big Fou r to composeJheir differences in a spirit of mutual concession and co-operation. After the meeting of the Little Six Powers Signor Roberto Urdeneita (Colombia) said: “I have hopes we will succeed in finding a formula, but it will take a little time.” Reuter's correspondent says Senor Bramuglia is understood to have presented two main points to Mr. Vyshinsky in an 'nterview yesterday: Firstly, in view of the Soviet delegation’s “boycott” of the Security Council, would Russia be prepared to accept and honour a directive from the Council on the Berlin issue; secondly, in what terms would the Soviet delegation envisage a “formula” for listing the blockade. Mr. Vyshinsky is understood to have told Mr. Manuilsky (Ukraine), with whom Senor Bramu'giia also had an interview, that he would refer rhe questions to Moscow and give a reply later.
